Hangzhou will relax municipal public rental housing eligibility rules effective
November. The household per‑capita annual disposable income cutoff rises to
86,640 yuan, an increase of 3,284 yuan from the prior standard. Nine
districts/counties, including Qiantang and Xiaoshan, have been removed
professional‑title, education and social‑insurance requirements to allow stably
employed permanent migrant residents to access urban housing security.
