On the 28th the Central Elections Committee said double-envelope special ballots
in this Knesset election are preliminarily estimated at 430,000–480,000, below
prior reports of about 600,000. These ballots come from soldiers, inmates,
diplomats abroad and voters unable to reach assigned polling stations. Officials
will verify identities and confirm voters did not cast elsewhere before counting
the special ballots separately. The figure is preliminary and may change as
processing continues. With roughly every 40,000 votes equating to one Knesset
seat, the final count of these special ballots can decide seat allocation and
affect coalition formation.
