Russian-appointed Luhansk head Pasechnik said on Oct 29 Ukrainian strikes hit
energy infrastructure in the region, triggering emergency outages in six towns
and leaving over 150,000 households without power. Social and medical facilities
have switched to backup power; monitoring and repairs are underway. Pasechnik
said more than 40 aerial targets were destroyed over the region during the
attacks.
