Shipping data show the tanker Leruo, loaded with Russian diesel and originally
showing Manaus, Brazil as destination, altered its destination to Atlantic
coast, awaiting instructions, while transiting the North Sea. Leruo departed
Primorsk on Oct.16. Kpler and LSEG data show at least two Primorsk-origin
vessels loaded with ULSD initially plotted for Turkey and Brazil. Russia
partially lifted a self-imposed diesel export ban from Oct.10; the Kremlin said
on Oct.15 Russian diesel has begun re-entering global markets. Under a prior
agreement between Putin and Trump the US temporarily suspended sanctions on
Russian fuel supplies, but EU and UK import bans remain in effect.
