Two sources told Refinitiv that Russia will extend its diesel export ban through year-end but will permit some refiners to export under a quota system to fulfill a new supply commitment to the United States. November export quotas are set to rise to about 2.0 mln tonnes—roughly four times October’s level, equivalent to roughly 500,000 barrels per day. Exports under existing intergovernmental agreements will continue. The current ban expires Oct. 31; in October Moscow exempted several refineries and issued a total of 500,000 tons of export quota. A new government order is expected in early November to expand the list of exempt refineries and set fresh quotas; authorities may raise quotas further if allocations are quickly exhausted.
