Israel has issued new civil aviation security rules tightening background checks
and controls on inbound and outbound airline crews, following a pilot-assault
incident on a Dubai-to-Tel Aviv flight that exposed security gaps. Under the
rules, all foreign and Israeli carriers operating to or from Israel must submit
full crew manifests to the national passenger data analysis center 48 hours
before departure; any crew changes must be reported no later than two hours
before departure, with the final manifest updated at takeoff. The measures were
ordered by Prime Minister Netanyahu at a security assessment meeting.
