The National Development and Reform Commission and other ministries issued
guidance to strengthen consumer infrastructure and promote
investment-consumption interaction. The document calls for full digital coverage
of consumption venues—commodity trading markets, commercial streets and scenic
areas—with 5G, gigabit fiber, IoT and cloud computing to enable high-speed
connectivity, intelligent sensing and cross-domain data interoperability. It
backs development of smart business districts, smart markets and smart stores
and pushes consumption-terminal upgrades such as smart POS, self-service kiosks
and electronic shelf labels. The guidance encourages regional consumer service
platforms, agricultural production‑to‑sales matchmaking platforms and O2O
integrated platforms combining sales, service booking, logistics, promotions and
consumer protection. It also mandates green upgrades of consumption facilities,
promoting green markets, energy‑saving retrofits, efficient air conditioning and
lighting, water‑saving fixtures, smart electricity control systems and renewable
energy installations.
