On Oct. 30 the National Energy Administration (NEA) said national power supply and demand should remain broadly balanced this winter but warned extreme cold or tight primary-energy supplies could produce localized peak shortages; interregional transfers can help address shortfalls. The NEA has urged power-generation capacity, grids and energy-storage projects to be completed and commissioned on schedule, stepped up analysis of winter supply-demand, and said it will strengthen primary-energy supply guarantees and emergency-response capacity. On coal the NEA expects winter supply to be generally secure and is taking measures to raise output and ensure supply: a coal production-stability policy, intensified national supply monitoring, reinforcement of long-term thermal-coal contracts for power, activation of reserve mine capacity, on-site inspections and encouragement of coal imports.
