Refinitiv reports the White House has spent months preparing contingency plans to advance parts of the president’s agenda by executive action if Democrats win control of Congress and to prepare for congressional investigations of the administration. Since April senior aids including Stephen Miller and Russell Vought have worked with White House counsel Will Scharf to map actions the president can take without congressional approval in areas including immigration, tariffs, housing costs and federal spending, and to assess legal limits and defenses for those measures. Aides are also privately preparing for a substantially different political landscape in 2027.
