China’s draft State-owned Assets Law was submitted to the 14th NPC Standing Committee’s 25th meeting for a second review on Nov. 2. The second-review draft adds “overall coordination of development and security” as a guiding principle and, citing the constitution, inserts language to “safeguard consolidation and development of the state economy.” It also mandates a paid-use regime for state land, mineral and marine resources, stipulates that related usage rights should in principle be granted via competitive processes, and requires resource allocation to prioritize protection and comply with land‑use planning, spatial controls and environmental protection requirements.
