CHINA STATE PLANNER said it will encourage and support capable private
enterprises to lead and undertake major national technology R&D projects,
stressing original innovation as key to the speed, scope and depth of future
industry development. The agency said it will strengthen firms' role in resource
allocation, expand broad-based policy support, innovate policy-guidance
mechanisms and optimize industry ecosystems to channel innovation inputs to
enterprises and cultivate technology-leading companies, tech SMEs, specialized
and innovative firms, single-product champions and unicorns.
