At an NDRC press briefing on Nov. 3, the National Data Administration said it
will, during the '15th Five-Year' period, build an open, shared and secure
national integrated data market and accelerating drafting of a top-level
framework. It said it will improve data flow and trading rules and standards;
cultivate specialized data-circulation service firms; and encourage market-based
data pricing and revenue-sharing so suppliers, processors and users obtain
reasonable returns. The administration said it will coordinate a new three-year
'data elements ×' action plan with other departments, issue sector-specific data
circulation guidelines, unblock full-chain bottlenecks and build a closed loop
to unlock data-element value.
