On Nov. 3 at an NDRC briefing, Luan Jie, director of policy and planning at the
National Data Administration, said the agency will study a policy establishing a
responsibility system for development and use of public data resources and will
explore an authorized-operation revenue-sharing mechanism for public data. The
administration will deepen a state-owned enterprise data-efficiency improvement
campaign, emphasize the role of the state-backed National Data Group in public
data development and cultivation of innovative data firms, and acceleration
construction of high-quality datasets via six targeted actions—capacity
expansion, dataset labeling, quality and efficiency upgrades, application
enablement, management and services, and value realization. It will also deepen
data-labeling pilots, build an industry labeling expert network and set up
cross-region collaboration mechanisms to support AI development.
