Nov. 2 — The Shanxi Energy Bureau convened a provincial meeting to transmit the
Oct. 31 National Energy Administration coal production-and-supply guidance and
provincial directive governments. Officials ordered strict implementation of the
17-point new coal rules, reiterated the political responsibility to secure
energy supply, and directed authorities to push orderly resumption and increase
of coal production on a safety-first basis. The bureau instructed scientific
production planning to ensure both safety and higher output, tighter enforcement
of operator responsibilities, and active coordination with national ministries
to accelerate implementation of coal supply measures.
