India has asked coal miners and the railways to help raise thermal power-plant
coal stocks to three times current levels before next summer to avoid shortages,
a step that could heighten tensions with other coal users. The coal, power and
rail ministries set a target to lift stocks from about 18 mln tonnes now to at
at least 55 mln tons by the end of the fiscal year in March, roughly matching
levels at the same time last year.
