China State Planner said during the 15th Five-Year Plan the country will build about 21,000 km of new expressways to complete the national highway network, speed completion of riverside expressways and urban ring-road linkages, and expand capacity and smart upgrades on major trunkways including Lianhuo, Shenhai and Jinggang'ao. It will reasonably control the scale and pace of local highway projects. The plan also targets about 2,500 km of new national high-grade waterways and more than 100 automated berths capable of handling 10,000-ton-plus vessels, aims to accelerate construction of a world-class Shanghai international shipping center, optimize the Yangtze River Delta and Guangdong‑Hong Kong‑Macao Greater Bay Area port clusters, develop southeast coastal and Beibu Gulf ports clusters, and build a new Three Gorges water-transport channel.

QatarEnergy is expected to become the world’s largest buyer of U.S. liquefied natural gas, the Financial Times reports. Reduced exports amid the Middle East war have prompted Qatar to seek alternative supply. In late October QatarEnergy signed two agreements to add 7 mtpa of U.S. LNG available for sale to international customers. Combined with its 70% stake in the Golden Pass LNG project in Texas, QatarEnergy expects to control about 23.7 mtpa of U.S. LNG by 2033. Wood Mackenzie says that would make it the largest U.S. LNG buyer.
