Five ministries issued a notice implementing the Comprehensive Energy‑Saving Strategy Action Plan. They will tighten energy and carbon controls at project approval: enforce energy reviews and carbon emission assessments for fixed‑asset investment projects and strengthen combined scrutiny of project energy, coal consumption and emissions. New, modified or expanded high‑energy, high‑emission industrial projects must adopt carbon‑emission‑equivalent or net‑reduction replacement. In key air‑pollution regions new/modified/expanded coal‑using projects must legally implement coal‑equivalent or reduced replacement. Authorities will accelerate clean replacement of coal‑fired boilers and coal‑fired industrial kilns and fully eliminate coal boilers of 10 t/h or below. They will speed conversion of coal units for heat and build supporting heating networks, retire old inefficient coal units and boilers, and orderly phase out low-efficiency agricultural, commercial and residential coal facilities.
