Five ministries issued an implementation plan for a comprehensive conservation
strategy, ordering region- and category-specific differentiated, finer land-use
controls, strict enforcement of the arable‑land protection red line, and tighter
control of urban development boundaries. Except for national major projects,
land reclamation from the sea is comprehensively banned. Authorities will
optimize national land‑space layout, reinforce the main‑function area strategy,
and strengthen monitoring, evaluation and a dynamic adjustment mechanism for
land‑space planning. New construction land during the 15th Five‑Year Plan period
is limited to 26 mln mu (≈1.73 mln hectares).
