Five ministries issued a notice implementing the Comprehensive Saving Strategic
Action Plan, directing strict curbs on food waste in dining and delivery.
Measures require catering operators to assume primary responsibility: provide
order-size reminders, clearly label dish portions, expand small-portion options
and prompt customers to pack leftovers; encourage caterers and banquet hosts to
agree anti-waste obligations; step up inspections and law enforcement to correct
wasteful or ostenatious practices. Regulators also instruct food-delivery
platforms and merchants to reduce takeout waste by promoting small portions,
preventing threshold-based spend-to-save promotions that drive over-ordering,
and exploring anti-waste measures in consumer feedback systems.
