Five ministries issued an action plan to implement a comprehensive conservation
strategy, directing green exploration and mining. New mines must be completed to
green-mine standards within 1–2 years of commencing commercial production;
operating mines must accelerate green upgrades. The plan promotes use of
intelligent, green exploration and development technologies and equipment. By
2030, more than 90% of licensed, operating large mines and over 80% of licensed,
operating medium mines must meet green-mine standards; small mines will be
managed with reference to those standards.
