Berlin-based agency said GOP losses and the resulting shift in congressional
control, combined with the White House’s recognition of the outcome, are
significant. Democratic control of both chambers alongside Trump’s rapid
concession confirms the resilience of U.S. checks and balances, Scope said,
adding that those institutional safeguards will rebalance power between the
White House and Congress and are positive for the U.S. credit profile and its
rating.
