At the 2026 World Internet Conference in Wuzhen, organizers released the Global
Open AI Action Initiative, warning compute, data and talent are increasingly
critical yet highly concentrated and that few countries and firms have the
conditions to develop and deploy foundation models, so a new digital divide may
arise. The initiative urges joint construction and sharing of compute pools and
high-quality datasets, the creation of an open-source seed fund, and support for
Global South countries to carry out localized development on open, shared
platforms.
