At a press briefing the National Development and Reform Commission said it will concentrate on two keys — arable land and seeds — and pursue three priorities to keep China’s staple grains largely domestically supplied. It will accelerate conversion of qualifying permanent basic farmland into high‑standard farmland and speed upgrades to major irrigation districts to turn rain‑fed fields into reliable-output land. Policy will target both stable planted area and higher yields through region- and crop-specific measures that integrate better land, seeds, machinery and farming methods to deliver broad-based balanced gains in major grain and oilseed production. The NDRC also said it will mobilize farmers and local governments by coordinating investment with price support, subsidies and insurance to stabilize farmers’ planting income expectations, and improve compensation mechanisms for major grain-producing regions to incentivize local authorities to prioritize grain production.
