Shandong province: Jan–Sep loans to commerce and trade totaled 732.6 bln yuan, up 5.54% YoY. The province rolled out a capital-market Ten‑Hundred‑Thousand plan and set up an offshore listing reserve pool; seven firms listed on HKEX, raising 61.5 bln yuan in IPO proceeds. Guided eligible companies issued 13 green foreign‑debt deals, raising $68 mln in low‑cost offshore funding. Jan–Oct export credit insurance coverage exceeded 550 bln yuan, up 14 percentage points YoY.
