Sichuan Provincial Development and Reform Commission issued measures to boost private investment, prioritizing land support. The plan steps up marketing of commodity residential land to private firms and will update planned supply information promptly. It aims to lower industrial land costs by allowing industrial projects to pay land-transfer fees in installments under agreement; private projects on the province's key-project list may also pay land prices in installments as permitted. Private firms may raise floor area ratio on self-owned industrial land to build or expand production facilities without additional land charges, provided detailed planning is met and land use is unchanged. New construction planning will allocate at least 80% of new industrial land to private-investment projects; local authorities are directed to activate stock land and prioritize SMEs for productive-capacity projects, with provincial reallocation to cover shortfalls by year-end.
