The Sichuan Provincial Development and Reform Commission issued measures to
promote high-quality private investment, saying it will relax admission
thresholds for the defense science and technology industry. The measures
streamline one-stop services and joint-review procedures and support private
firms in obtaining military-industry access qualifications provided they meet
legal, security and confidentiality requirements. They encourage private
investment under the Guidance Catalog for Social Investment in Defense Science
and Technology (Open category, 2010 edition); projects that meet the catalog
will face no cap on private capital share. Sichuan will also promote qualified
private firms to orderly, compliant expansion into complete weapon systems and
high-end key subsystems.
