Guangzhou Citywide Five Suspension Measures: The Guangzhou Municipal Flood, Drought, and Typhoon Prevention Headquarters issued a notice regarding the implementation of the "Five Suspension Measures." First, all services, except for emergency and disaster relief operations and those supporting livelihoods (water, electricity, gas, communications, and medical services), will be suspended. Second, starting on the 23rd, classes will be suspended at all nurseries, kindergartens, primary and secondary schools, secondary vocational schools, technical colleges, and educational training institutions in all districts. Third, starting at 7:00 PM on the 23rd, all employers will arrange for their staff to stop working and provide necessary safety precautions for essential workers. All industrial parks, production bases, and factories will cease production. Fourth, starting at 9:00 PM on the 23rd, all supermarkets, agricultural markets, restaurants, amusement parks, parks, and scenic spots (including food delivery and express delivery services) will cease operations. Fifth, starting at 00:00 AM on the 24th, all public transportation, including subways and buses, will cease operation. Taxis and ride-hailing services will also cease operation, and all vehicles (except emergency and command vehicles) will be removed from the roads.
