The State Council approved the Expanding Consumption "15th Five-Year Plan", directing removal of unreasonable restrictive measures. It calls for shifting auto consumption from purchase-management to use-management: provide phased guarantees allowing no-car households repeatedly unsuccessful in license-plate lotteries to buy cars, and explore differentiated vehicle purchase quota management for urban and suburban areas. In addition to approximately 4 trillion rials of retail funds flowing out of stocks, pre-emptive rights, and equity funds, about 1 trillion rials flowed out of fixed-income funds, and 112 billion rials flowed out of gold funds. Meanwhile, leveraged funds and silver funds saw inflows from retail investors. 63% of the market's stocks were in decline, with total sell orders exceeding 10.7 trillion rials.
