farmland, agricultural science-and-technology capacity, and storage and
cold-chain logistics facilities. The plan lists major projects and actions
including large-scale food development, "AI+" agriculture, upgrades to
agricultural product processing, and targeted improvements to rural living
standards. It mandates a standing monitoring system to prevent
return-to-poverty, a new round of agricultural resource surveys and zoning, and
policies to cultivate and expand emerging and future agricultural industries,
and requires mechanisms to secure implementation.
