agricultural product processing, and targeted improvements to rural living
standards. It mandates a standing monitoring system to prevent
return-to-poverty, a new round of agricultural resource surveys and zoning, and
policies to cultivate and expand emerging and future agricultural industries,
and requires mechanisms to secure implementation.
