Iran's deputy foreign minister said if a decision to attack the capital of a
sovereign state can be reversed by a single phone call, the key question is why,
despite Western political and military support, months of ceasefire violations,
aggression against Lebanon, mass displacement and threats to that state's
sovereignty have persisted.
