Six ministries including SAMR, the NDRC and the Cyberspace Administration issued
Opinions to vigorously promote high‑quality development of China’s advertising
industry. The guidance calls for industrywide transformation and deeper
integration of advertising across sectors through an "Advertising+" initiative
that leverages creative, planning and communication strengths to help firms
build brand value and shift "Made in China" toward "Chinese brands." It targets
emerging consumption areas — green, smart and health — promotes immersive and
interactive consumer advertising services, and directs premium advertising
resources to county and rural markets to activate local consumption.
