The plan seeks to fill network gaps, improve connectivity and capacity, and shift logistics from basic availability to higher-quality, smoother operations. Target: by 2030 establish a logistics network with hubs closely coordinated with industry and consumption, corridors and networks connected internally and externally, green and intelligent facilities and equipment, and cross‑region rules and information interoperability to better serve high-quality real-economy development.
