Iran has not started final-agreement negotiations — clause 13 conditions final talks on the start and sustained implementation of clauses 1, 4, 5, 10 and 11. Iran said it will not hold talks with the U.S. in the coming days and that a U.S. representative’s trip to Qatar is unrelated to the Iranian delegation’s follow-up work.
