Iran’s foreign ministry said Tehran’s immediate priority is ensuring
implementation of the memorandum of understanding. The U.S. has issued the
licenses required under clause 10 to permit Iranian oil exports and Iran is
tracking implementation; procedures to unfreeze assets under clause 11 are also
underway. A technical Iranian delegation will travel to Qatar this week to
consult on MoU execution, including clause 11. Iran has not started
final-agreement negotiations — clause 13 conditions final talks on the start and
sustained implementation of clauses 1, 4, 5, 10 and 11. Iran said it will not
hold talks with the U.S. in the coming days and that a U.S. representative’s
trip to Qatar is unrelated to the Iranian delegation’s follow-up work.
