The administration has activated a Level II typhoon emergency response. Passenger vessels, construction vessels and small port craft have ceased operations; chemical tankers, container ships and vessels carrying coiled steel, oversized cargo and liquefaction-prone bulk cargoes have stopped work and moved to safe anchorages.
