On July 22 President Trump said he expects a federal government shutdown in September amid GOP-Democratic disputes over spending priorities. On July 21 the Republican-controlled House passed a continuing resolution to fund agencies through Dec. 4 to avoid a pre-midterm shutdown; the bill has been sent to the Senate. Senate Republican leaders are negotiating with Democrats and may propose an alternative short-term funding plan. If Congress does not enact funding, most federal agency appropriations expire at midnight on Sept. 30, the end of the fiscal year.
