It calls for breakthroughs in inference architectures—via heterogeneous compute, compute‑storage integration and intelligent scheduling—to lower inference costs, increase cache reuse and optimise token efficiency. The measures promote new commercial models (TaaS, AaaS, RaaS), allow more qualifying token products into SME service‑voucher schemes, expand compute‑voucher support, and encourage eligible districts and innovation entities to pilot token vouchers and agent‑service vouchers to accelerate adoption.
