published measures to accelerate agent-led intelligent economic development,
explicitly encouraging a token economy. The plan directs support for R&D of
general-purpose processors tailored to agent system calls, complex tasks
scheduling and high‑frequency decisioning, and for low‑latency, high‑throughput
dedicated inference chips. It calls for breakthroughs in inference
architectures—via heterogeneous compute, compute‑storage integration and
intelligent scheduling—to lower inference costs, increase cache reuse and
optimize token efficiency. The measures promote new commercial models (TaaS,
AaaS, RaaS), allow more qualifying token products into SME service‑voucher
schemes, expand compute‑voucher support, and encourage eligible and districts
innovation entities to pilot token vouchers and agent‑service vouchers to
accelerate adoption.
