Severe rain and floods in Liaoning and Jilin prompted the national disaster
reduction committee to activate a national level‑4 emergency response. Based on
the emergency plan and assessed losses, CHINA STATE PLANNER, after an initial
emergency central‑budget allocation of 60 mln yuan on July 14–15, has added 300
mln yuan to support post‑flood emergency recovery in the two provinces to
restore normal production and daily life. CHINA STATE PLANNER will continue
tracking progress, direct Liaoning and Jilin development and reform commissions
to allocate funds to recovery projects, accelerate construction, strengthen
supervision and ensure effective use of central budget funds.
