The plan targets ultra‑large intelligent compute cluster networking and boosting supply of AI compute hardware across high‑performance computing chips (GPU/NPU), quantum processors (QPU), co‑packaged optics (CPO), high‑bandwidth memory (HBM) and heterogeneous servers, and explicitly calls for deep integration of domestic chips with mainstream large models. It also prioritizes new storage‑retrieval and digital‑analog co‑design, high‑precision heterogeneous processing, native multimodal fusion, dynamic value alignment and automated complex reasoning covering the full corpus lifecycle.
