The State Administration for Market Regulation issued a notice formalizing the National Quality Inspection Centers' three-year upgrade plan for 2026–2028. The plan mandates strict control of incremental approvals: newly established national quality inspection centers must closely align with national and regional strategic emerging industries, future industries and traditional-industry upgrade plans; capability expansion must directly serve the development of new productive forces and avoid low-level duplication or projects disconnected from industry demand.
