China’s Ministry of Industry and Information Technology issued an AI SME
Entrepreneurship Support Plan (2026‑2028). It urges local governments to provide
tolerant support for micro entities—including one‑person companies and
“super‑individuals”—that use AI tools for agile entrepreneurship. The plan calls
for faster cultivation of AI‑native firms, support for open‑source core
contributors and AI/agent developers to explore commercial paths, and backing
for a cohort of high‑growth startups. It also directs encouragement of technical
managers to offer discovery, selection, evaluation and commercialization
services for AI tech, accelerate industrial application of promising results,
and support research teams to found companies based on quality outcomes.
