The National Administration of Financial Regulation (NAFR), together with the
PBOC and CSRC, held the fifth regulatory liaisons meeting on financial consumer
and investor protection; the Supreme People’s Court and Ministry of Justice
attended. Officials prioritized diversifying dispute-resolution channels and
strengthening cross-agency coordination to raise the quality and speed of
resolving financial disputes. Regulators were instructed to refine
non‑litigation dispute‑resolution mechanisms, tighten upstream governance of
financial disputes and use multiple supervisory tools to require firms to embed
consumer and investor protection across business processes. The meeting called
for deeper institution‑to‑institution linkage between courts, mediators and
arbitration bodies, smoother channels to bolster enforceability of mediation
agreements, streamlined handoffs, and a focus on earlier and substantive
settlement. Participants also directed stepped‑up public outreach and case‑based
explanation of non‑litigation methods to promote mediation-first, law‑based
dispute resolution.
