South Korea's industry minister said on Sunday Seoul will hold further talks with the U.S. early this week to finalise details of its $350 bln investment pledge to the U.S. As part of the broader commitment, a $200 bln strategic investment cap — including an annual $20 bln limit — has been agreed and will not change. The sides are close on many issues but some items remain unresolved; this week's talks will be held by videoconference.

Canadian Prime Minister Mark Carney will meet UK Prime Minister Andy Burnham in Liverpool during a Sept. 15-17 visit that also includes Strasbourg, the Prime Minister's Office said. They are expected to discuss defense and security, energy, AI and critical minerals. The meeting coincides with EU-Canada negotiations on a comprehensive trade-and-security agreement, a process the statement said is increasing pressure on Burnham as he seeks closer ties with the EU.

A tropical depression in the South China Sea is forecast to bring heavy to torrential rain to Hainan from Sept 13–15; some small and medium rivers may experience floods above warning levels. At 10:00 on Sept 13 the Ministry of Water Resources activated a level-IV flood-defense emergency, directing local water authorities to closely monitor the system and prioritize safety of small/medium reservoirs, mountain-flood control and flood defense for small/medium rivers.
