Policy will emphasize three attributes — ideological control, public service and technology/industry development — and coordinate four business layers: broadcast TV networks, IPTV, internet TV and the public internet. The NRTA said it will consolidate and upgrade broadcast TV, innovate online audio‑visual, and drive two strategic advances: bring broadcast media fully onto the internet’s main battleground and position broadcast audio‑visual services at the center of economic and social development.
