At a State Council briefing on Sept. 18, MHURD urban management director Zhang
Qiang said the ministry will accelerate legislation to speed urban renewal and
tighten institutional support. Beijing will establish four mechanisms:
integrating city inspections with renewal project prioritisation so diagnostics
determine priorities; a planning-to-implementation system linking special plans,
area-level planning and project implementation schemes; a sustainable financing
framework that increases government funding while better mobilising market
capital; and an approach to integrate urban renewal with historic and cultural
protection. The ministry said it will also完善标准体系 to strengthen standards and
institutional backing for high-quality urban renewal.
