Beijing will establish four mechanisms: integrating city inspections with renewal project prioritisation so diagnostics determine priorities; a planning-to-implementation system linking special plans, area-level planning and project implementation schemes; a sustainable financing framework that increases government funding while better mobilising market capital; and an approach to integrate urban renewal with historic and cultural protection.
