When asked whether China could confirm a Xi Jinping–Putin meeting at next month’s informal APEC leaders meeting, Foreign Ministry spokesman Guo Jiakun did not explicitly confirm a bilateral meeting. Guo said summit-level strategic leadership is the key political guarantor of stable China‑Russia ties, welcomed President Putin’s planned attendance at the informal APEC leaders meeting in Shenzhen in November, and said China is willing to work with Russia to secure substantive outcomes during China’s APEC year.
