The ministry said it will support steady grassroots fiscal operations, implement tiered guarantee responsibilities, strengthen operational monitoring and treasury cash scheduling to secure the grassroots "three guarantees" baseline, and coordinate existing policies to assist in clearing outstanding payables to enterprises.
